To strenghen and tone muscles you need to exert a force against the muscles or stimulate the muscles. This force should be of light or medium strength to avoid building muscles but still enought to create a toned effect.

The ideal formulae for toning muscles is to exercise against a light force for a period of 20 minutes daily. ie. cycling on low tension, walking on a slight incline.

If you want stronger and larger muscle then the force or stimulation against the muscle needs to be of greater strength.
